Boogey and I were working on a way to remedy the issue of Slow and Haste not ..really working at all. Why should these do nothing if you use them at the beginning of the tick order? It makes no sense. Why do I have to wait for the end of the round to use them? Also no sense.
A simple rules fix is thus — When you cast haste, all recipients now pay 2 less SPD for all actions. This makes normal actions cost 6 SPD, and Charge attacks cost 2 less SPD. Easy.
Slow increases all action/SPD costs by 3. This may seem strange when applied against Haste which is only -2, but it works out mathematically, especially as SPD pools grow.
Slow and Haste still counteract each other, and disregard the actual numerical additions and subtractions. Casting slow on a hasted individual simply removes haste.
This means no more aggravating SPD equations at the beginning or end of the round, and everything is fast and simple. SPD up becomes a more viable use as well, now.
